Ludlow Capital Committee Cuts Six Projects, Holds FY27 Spending to $2.1 Million

Ludlow's Capital Improvement Planning Committee scaled back its fiscal year 2027 capital plan to roughly $2.1 million after certified free cash came in at $3,231,311, about $3 million below the $6.5 million the town had assumed. Town Administrator Mark Strange told the newly reorganized committee Monday that the shortfall required pulling contributions to the stabilization fund, OPEB, and several other savings accounts, leaving capital projects as the primary use of available free cash. The committee voted unanimously to postpone six items: a digital sign for Gazebo Park, an F-350 pickup truck with a plow, HVAC pneumatic controls at Hubbard Memorial Library, cafeteria HVAC at Ludlow High School, a school department pickup truck, and Community Center locker room renovations estimated at roughly $544,000 — a request submitted for the third consecutive year.
Anthony Alves, elected chair at the meeting's outset, argued against deferring too broadly: "We're still spending two million dollars — we're not saying oh my god we need to cut everything back." Items retained include Whitney Park playground improvements, police patrol vehicle replacements, a school exterior wall repair deemed a safety obligation, and the library parking lot extension.
