LUDLOW — Planning Board rejects full solar fee waiver but approves reduced formula. The board denied a request from the 155 West Street solar applicant to waive the $0.25-per-square-foot new-footprint fee, but voted 5-0 to calculate filing fees on acreage used at $250 per acre plus the square-footage component, as Chairman Raymond Phoenix moved. The Town Assessor recommended against waivers, and board members noted that PILOT agreements benefit private for-profit entities without clear fiscal advantage to the town.
The applicant must submit a complete site plan with the calculated fee before a hearing can be scheduled.
