Ludlow Planning Board approves consent agenda, directs staff inquiry on public access to Town Hall. The Board voted unanimously to approve four estate lot special permits for Hemlock Ridge LLC and subdivision plans for Tanglewood Estates while directing staff to send correspondence to the Select Board and Town Counsel raising concerns that automatic locking of Town Hall doors during evening hours may restrict public access to active meetings and create Open Meeting Law compliance risks. Raymond Phoenix, Chairman, reported Town Meeting approved $10,000 for the Housing Production Plan, while the Board expressed concern that stakeholders were not consulted before a Recreation Commission restructuring article reached the warrant.
Pioneer Valley Planning Commission staff presented zoning bylaw revisions consolidating duplicate definitions for mixed-use development, wall signs, and temporary signs, and discussed forthcoming state guidance on solar energy and battery storage facilities.
